Pygmalion Framework

What is it?

Pygmalion is a framework agreement procured by EDT for access to specialist niche ICT services. The framework is comprised of suppliers which are agile, technically innovative and have demonstrated a willingness to work collaboratively with customers and other suppliers on the framework.

What is it for?

EDT’s mission is to make best practice common practice in delivering technology services to transform Government. EDT seeks to support the Transformational Government agenda through its Intelligent Client Function and the development of the Government Gateway product suite, for these reason EDT has an ongoing need for access to specialist niche ICT services.

EDT’s relationship with its MSP and access to specialist niche ICT services supports its development programme to inform decision points at concept initiation, development of fully tested prototypes, security verification, assessment of product sustainability and scalability.

What are the pan–government opportunities?

The framework was principally procured to assist EDT with its agendas; the wider benefit is that Pygmalion is also available to pan government organisations.

Processes and Opportunities

Pygmalion is a tool which compliments both local procurement rules and existing available frameworks. Procurement best practice is defined by the Office of Government Commerce OGC. OGC were consulted during the procurement of Pygmalion.

Partnerships UK (PUK) is a Public Private Partnership that promotes efficient use of public assets through better and stronger partnerships between the public and private sectors. PUK has maintained its interest in Pygmalion from inception right through to current day, PUK has the potential to investigate innovative business models to take public sector ideas into a wider market.

What services are available

The Pygmalion framework is divided into 4 Lots:

Lot 1 – Strategic Consultancy
The suppliers in this Lots will supply advisors, consultants or interim managers who can influence and advise on a number of areas including: emerging technologies and convergence, standards and applications, innovative management and marketing approaches, asset management and IPR valuation, risk management in leading edge ICT operations etc.

Lot 2 – Technology
The suppliers in this Lot will provide access to leading edge technology through software development, advanced web and mobile technology, supply of necessary hardware software and network facilities, evaluating the need for specially–developed software etc.

Lot 3 – Specialist Data Services
The suppliers in this Lot can provide facilities and components of a data centre including conceptual design, optimisation technologies, resilience products and services etc.

Lot 4 – Security Testing and Verification
This suppliers in this Lot can provide all aspects of consultancy, services, testing products and verification for physical infrastructure and locations, advanced virtual security, testing and verification of performance.

Behaviours Charter

As part of Pygmalion the suppliers have willingly signed up to a Behaviours Charter. The Charter encourages suppliers to operate in the spirit of mutual trust and respect when partnering with each other and when working with customers. The Charter encourages the formation of agile collaborative partnerships to delivery high quality deliverables.
